Job Description

Provide accounting, fiscal and general office support to the Assistant Business Official to foster timely, accurate, and collaborative financial, statistical, and budget activities for the department.

TYPICAL DUTIES:    

GENERAL OFFICE SUPPORT DUTIES:

  1. Provide general office support to the Assistant Business Official and to the department such as:
    1. Answering phones
    2. Scheduling meetings
    3. Handling/organizing paperwork and mail
    4. Photocopying/faxing/scanning
    5. Generating letters/labels
    6. Customer service
  1. Manage contracts

FINANCE-RELATED DUTIES:

  1. Plan, organize, facilitate, assist, and track paperwork/processes related to financial activities, including budget coding of various forms, requests, and other source documentation submitted to the department.  This may include (but is not limited to) the following:
    1. Invoices
    2. Check Requests
    3. Consultant Forms
    4. Extra Compensation Forms
    5. Timesheets
    6. Purchase Orders
    7. Conference Requests
    8. Company Mileage system
    9. Licensure/Certification Reimbursements
    10. Service Request Forms
    11. Cross Contracts/89F Forms, etc.
  1. Compile, track, verify, data-enter, reconcile, and audit financial data with other financial records and accounting balances.
  1. Reconcile expense and revenue accounts and personnel information (i.e. budget appropriations and transfers).
  1. Compile, prepare, and distribute financial, statistical, and expense and revenue reports, and other information as appropriate.
  1. Analyze and interpret financial operations data, make comparative analyses, study proposed changes in methods and materials, monitor, identify trends, and make suggestions/recommendations to the Assistant Business Official.
  1. Confidently use the BOCES accounting system, databases, and other computer programs and systems to handle duties. 
  1. Compile, reconcile and adjust the monthly billing materials for the Business Office,
  1. Coordinate IDEA flow through funding contracts, reports, and billing.
  1. Coordinate, manage, and calculate estimated costs for the cross-contract/89F and request for additional service processes.
  1. Manage and reconcile service requests and Excel workbooks.
  1. Process and manage purchase orders for the procurement of services and back-up for procurement of goods.
  1. Process internal and external invoices for payment.
  1. Manage and audit paperwork for Conference Requests, assist staff with encumbering costs related to attending conferences and training, manage staff budget accounts in the mileage system for travel reimbursement.
  1. Perform other such duties as may be assigned by the Assistant Business Official or Director for Exceptional Children.

Job Qualifications

* Monroe County Residency Required

Must possess or meet requirements for Civil Service title of Budget Analyst.  

Experience:

  1. Office and accounting with advanced computer skills including database, spreadsheet, and word processing required.
  2. Collaboration with diverse stakeholders, provision of exemplary customer service, ability to multitask, and demonstration of strong organization.

Education:

(A) Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Public Administration or Business Administration; OR,

(B)  Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree, plus one year of paid full-time or its part-time equivalent experience in a position that has its main focus responsibility for organizing AND preparing AND applying a municipal, agency, or corporate budget: OR,

(C)  Graduation from a regionally accredited or New York State registered college or university with an Associate's degree plus three (3) years of experience as described in (B) above.
