Job Description

The Benefits Clerk is primarily responsible for coordinating employee benefit offerings including counseling employees and retirees on benefit options and processing enrollments and payroll deductions. The Benefits Clerk reports directly to the Director of Human Resources. 


  1. Counsels new employees on benefits options available to their specific job position including presenting at new hire orientation and individual meetings as necessary
  2. Acts as liaison between benefit service providers and staff/retirees including facilitating informational meetings
  3. Coordinates enrollment, salary and staff changes for medical, dental, and vision plans, including reviewing monthly billings and verifying enrollment accuracy.
  4. Processes enrollments and payroll deductions for flexible spending plan, AFLAC fringe benefit plan, life insurance, long term disability insurance, 403(b) plan, and retirement system including paying and recording program costs (where applicable) and assisting employees in resolving questions.
  5. Acts as liaison between colleges, school districts, applicants, and software vendor in the Online Web Recruitment system including providing customer support to school districts and applicants
  6. Prepares benefit-related Medicare and federal required notices to staff and retirees via mailings and electronic delivery
  7. Receives and records periodic contributions to self-funded dental plan, flexible spending plan, and optional life insurance, correspondingly paying claim fees.
  8. Collects and verifies substantiating documentation for dependent eligibility for coverage under employees/retirees benefit plans.
  9. Prepares reports, as requested, on the employee benefits plans and transmits to appropriate Business and Human Resources Department personnel.
  10. Prepares paperwork and reports as required for Workers Compensation claims
  11. Trains participating districts in OWR system
  12. Organizes and facilitates yearly retiree seminar
  13. Responsible for the yearly rollover of billing schedule(s) and monthly billing for retirees in the electronic system.
  14. Other duties as requested.

Job Qualifications

Must possess or meet requirements for Civil Service title of Assistant Employee Benefits Technician (Competitive).  Graduation from a regionally accredited or New York State registered college or university with an Associate's degree plus two years full-time or its part-time equivalent experience responsible for benefits administration; OR a Bachelor's degree plus one year full-time or its part-time experience responsible for benefits administration.
